Mobile Network covers almost most all areas the Rally passes through in KSA, although I advise you to get STC Mobile Sim cards Specially in Al Ula, as other operators networks coverage are very week and most of the time there will be no reception in Al Ula Area.
From an experience if you want to stay connected most of the time during the Rally, STC is the best choice.
